I am curious to know if you have tried Drupal. Although it can be very big, I think it can also be as small as needed. It is constantly rated as one of the best out there.

For even smaller and simpler, how about Radiant?

You might be interested in Tribiq CMS – http://www.tribiq.com – it’s not a “small” footprint as such, but with Multisite and a good template architecture, it’s actually aimed at small web design companies who want to use it as a primary platform.

I put a site together in Reflect last night. Check it out: http://faithfulgeek.reflectsite.com/blog. Overall, with learning, it took me a little over 2 hours to get it all up and running. Reflect is an awesome product; very simple to use and logically laid out. Users will be able to easily find their way around with minimal training. I’m very excited for the final release of this product.
